The Courage to Collaborate: The Case for Labor-Management Partnerships in Education, by Ken Futernick

In The Courage to Collaborate, school turnaround expert Ken Futernick makes the case that collaboration between school management and teacher unions is a necessary condition for educational improvement. The author cites evidence showing that collaboration often leads to increased trust, stronger professional relationships, better policies, better implementation of programs and, ultimately, to better outcomes for students.

Drawing on new research, his own experience, and the experience of dozens of other district and union leaders, Futernick details key features and benefits of labor-management collaboration. He also identifies and addresses several obstacles preventing its widespread adoption, including resistance to change, myths about what collaboration really means, skepticism about unions, lack of technical support, and misguided education policy.

The Courage to Collaborate recommends strategies and tactics for educators, policy makers, and others interested in embracing collaboration over confrontation. Both sides—unions and management—must make changes so that collaboration becomes the norm, rather than the exception, Futernick argues.

While not sufficient in itself, labor-management collaboration is a necessary ingredient for creating an education system in which all students have an opportunity to attend good schools.

Advocating trust building through informal relationships, Futernick provides a comprehensive description of labor management collaboration to not only address current disputes between teacher unions and school administrators, but also tackle the ultimate goal of improving teacher effectiveness resulting in better outcomes for students. —L. From the Back Cover

Futernick details key features and benefits of labor-management collaboration, and addresses obstacles preventing its widespread adoption. The Courage to Collaborate recommends strategies and tactics for educators, policy makers, and others interested in embracing collaboration over confrontation.

“For those of us who have been in the trenches, working hard on labor-management collaboration, Futernick’s book comes as a clear, refreshing, and balanced analysis of this complex work. The book features an abundance of practical advice, ‘how to’ tips, and tangible evidence of successful, collaborative strategies. In the end, it’s a lucid and compelling call to action.”
—Paul Reville, Francis Keppel Professor of Practice of Educational Policy, and founding director, Education Redesign Lab, Harvard Graduate School of Education

“The us-against-them mentality between labor and management or teachers and administrators works against the primary mission of every school district: educating all students. Instead of giving priority to adult issues, broad collaboration puts students first. As Ken Futernick documents, working with one another leads to better academic outcomes for all students, including minority children from low-income families. When students are the winners, there are no losers.”
—Ramon C. Cortines, superintendent, Los Angeles Unified School District

“Labor-management collaboration remains our best hope for addressing and resolving impediments to better student learning.... Only together can we access the needed resources and persuade others—the public, the politicians, and our communities—that we’ll make good use of the resources we seek.”
—From the foreword by Adam Urbanski, president, Rochester Teachers Association; vice president, American Federation of Teachers; and cofounder, Teacher Union Reform Network

Ken Futernick is an educational consultant to schools, school districts, and policy makers across the United States. He is a cofounder and past director of the School Turnaround Center at WestEd.

Required reading for educational reform!
By David Mielke
A number of local teachers' unions (I'm the president of one) and their district managers have set aside the (unfortunate) tradition of an adversarial relationship between labor and management and replaced it with real collaborative partnerships.

As the title suggests, "courage" is in fact needed for both sides to take this leap of faith. Union members are quick to accuse their leaders of "jumping into bed with the district", while school board members and administrators are wary of having to defend to their constituents the inclusion of the UNION (!) in educational decisions.

At a time when educational "reforms" are focusing on the testing of students, the blaming of teachers, the weakening of their unions and the privatization of the public school system, Ken Futernick's book outlines a very different and very real reform movement. Instead of the old "the unions are the barrier to reform" narrative, Futernick focuses on school districts who see the teachers and their unions, not as the problem but as an integral part of the solution.

The Courage to Collaborate should be required reading for anyone interested in finding new ways to improve our schools. Schools with a high degree of "partnership" between labor and management enjoy not only improved morale throughout the system, but also see real, measurable gains in student achievement.

So instead of punishing "failing" schools, instead of firing all those "bad teachers", instead of abandoning our public schools to private, for profit charters, pick up a copy of The Courage to Collaborate and learn from unions and districts who have found out that, as we say here in my district, "Success for all, takes us all."

Ken Futernick clearly explains the benefits and challenges/obstacles to labor-management collaboration, using real-world examples from across the country and building upon a wealth of existing research. Specific recommendations for strategies and tactics offer practical suggestions for starting, maintaining, and strengthening collaborative relationships between labor and management.

In addition, Ken offers insightful views on some key topics in education such as teacher evaluation and capacity building, tenure, and compensation, noting how these might be approached to realize greater levels of labor-management collaboration.

If you are seeking tools to improve labor-management collaboration... a foundational resource!
By Terry Hofer
I had the privilege of working alongside Ken Futernick in the challenging and rewarding work of school transformation.

Labor-Management relations may not be the first thing that comes to mind when thinking about school improvement, but it can be the most important. When a trusting and trustworthy relationship between labor and management is absent in a school community, the likelihood of successful reform is at risk. The most ambitious plans for innovative instruction, training, recruiting and retaining great teachers and parent engagement have less of a chance of achieving the intended result without a firm foundation for this vital partnership.

This, of course, is easier said than done. However, The Courage to Collaborate clearly illustrates obstacles, strategies and tactics that offer a path to labor-management collaboration. Taken together, these tools and the corresponding examples of success, serve to inspire confidence that any situation can improve for educators and the students they serve.
